Perception On The Implementation Of The Ap Recommendations, Ballanca: 100% Full Implementation Of The Recommendations Is Very Challenging For Any Country

During the public hearing at the joint meeting of the Parliamentary Committees for Human Rights and for Civic Initiatives, the Ombudsman, Ms. Erinda Ballanca, emphasized that some recommendations are very complex and include numerous sub-recommendations, so the full implementation of the recommendations at 100% is very challenging for any country.
In the last year alone, out of 2047 cases handled, 42% were resolved by the administration immediately after the administrative investigation was opened.
The biggest problems come from local government, where local autonomy often hinders the implementation of recommendations.
Ms. Ballanca emphasized the importance of providing recommendations that promote the best standards, not the easiest to implement.
“Our duty is not only legal, but to promote the highest standards of human rights protection, according to the Council of Europe,” the Ombudsman noted.
