On
behalf of the Subcommittee on Prevention of Torture (SPT), I
would like to thank you for your readiness to operate as focal
point for the SPT within the People’s Advocate. The SPT itself
would like to express its willingness to establish a formal
contact with the People’s Avdocate as the designated national
preventive mechanism (NPM) and to enter into an ongoing dialogue
with it in order to facilitate a direct cooperation between both
entities in line with article 11 of the Optional Protocol to the
Convention against Torture and Other Cruel, Inhuman or Degrading
Treatment or Punishment (OPCAT).
The
OPCAT clearly highlights the importance of the monitoring of
places of deprivation of liberty by impartial and independent
national preventive systems in each State party. Due to the
utmost importance of the work of the NPMs for the prevention of
torture and other forms of illtreatment, the direct cooperation
and the dialogue with the NPMs forms a very important pillar of
the work of the SPT. Therefore, the SPT is looking forward to a
fruitful cooperation and exchange of experiences and ideas with
the People’s Avdocate, and would like to reiterate its
commitment to provide it advice and assistance with the aim,
together, to strengthen the protection of persons deprived of
their liberty.
