With the release of the 2004 Human Rights Report for Albania by the United States Department of State this week I would like to take this opportunity to thank you and your staff for assistance in this endeavor. I am pleased to note that this report includes several improvements in Albania's human rights record, particularly in the passage of important new legislation.

While these developments are certainly positive, there is still much work ahead. With sustained commitment to and support for human rights, we are confident that Albania's record will continue to improve.
